Raman Mehta from the Vasuda Foundation on the irreconcilable differences between the negotiator and minister level at the IPCC. Developed countries mitigation objectives and developing countries adaptation goals don’t reconcile. The USA and China are the biggest emitters and need to commit to substantially higher mitigation levels.
